If you are installing windows within 2 feet of a door and lower than 5 feet from the ground you need tempered glass in the windows even though these might be higher than 18 inches from the ground.

It can vary depending upon the size of the window ceiling height and owner requirement.
Homes with nine foot ceilings may have windows from about 48 to 60.
The standard height of window from floor level is 900 mm or 3 ft.
Bottom of the openable area is to be a minimum of 800mm and not more than 1100mm above the finished floor level.
So there are not minimum heights implied only protection from falling.
It is probably worth going over the existing requirements again.
For windows where the fall height from floor to ground is 4 m or greater there shall be no window openings greater than 125 mm within 865 mm of the floor.
If the cill height is less than 800mm from finish floor level regualtions state a suitable guard to be incorporated within the opening.

Be careful to leave space for a header above and also a max step over stool trim height of 44 below for at least one window in each bedroom to meet the emergency escape and rescue opening requirement.
